This is a window unit. No F-gas installer needed (sealed unit), but the regulatory friction is about the window and facade, not refrigerant. European tilt-and-turn windows physically do not accommodate them, many cities restrict anything that alters the external appearance, heritage and historic-centre rules often prohibit a box hanging out of a facade, and a landlord or building association can refuse it on safety (falling) and appearance grounds.
